Board Responsibilities
- Acts as a policy making body functioning according to the mandates of state law.
- Represents the state of Ohio and the citizens of Rocky River on all matters and decisions dealing with public education.
- Conducts itself as a nonpartisan and nonsectarian body as it speaks and acts for the community.
- Acts as a committee-of-the-whole on matters requiring official decisions, meaning no Board member has independent authority to speak for the Board.

TYPES OF MEETINGS
Regular Meeting: The Board of Education typically holds two meetings each month. The Committee-of-the-Whole Meeting is normally the first Monday of the month and the Business Meeting is normally the third Thursday of the month. Regular meetings have an agenda prepared in advance, posted online and sent to each Board member, media and any other interested parties. The Board reviews items at the first monthly meeting and takes action on items at the second meeting.
Special Meeting: Special Board meetings can be called anytime by the Board President, the district Treasurer, or by two members of the Board. The agenda as presented much be followed unless altered by the Presiding Officer. All Special Board meetings are open to the public.
Emergency Meeting: An Emergency Meeting can be called if emergency action on the part of the Board is required.
Notice of Meetings: Board agendas and provided and posted no later than two days in advance of the meeting. The notice of meetings include the time, place and purpose of the meeting.
Executive Session: The Board can meet privately in executive session to discuss one or more of the following issues, and no official action may be taken in an executive session.
- The appointment, employment, dismissal,
discipline, promotion, demotion or compensation
of an employee or official, or the investigation of
charges or complaints against an employee, official,
licensee or student, unless the employee, official,
licensee or student requests a public hearin.
- The purchase of property for public purposes, the
sale of property at competitive bidding or the sale
or disposition of unneeded, obsolete or unfit-for-use
property under RC 505.1.
- Conferences with the board’s attorney to discuss
matters which are the subject of pending or
imminent court action. The board’s attorney must
be present during executive sessions held for this
purpose.
- Preparing for, conducting or reviewing negotiations
or bargaining sessions with employees.
- Matters required to be kept confidential by federal
or state law or rules.
- Specialized details of security arrangements.
- Confidential information related to marketing
plans, specific business strategy, production
techniques, trade secrets or personal financial
statements of an applicant for economic
development assistance, or related to negotiations
with other political subdivisions regarding requests
for economic development assistance.
