Ohio's Biennial Budget 2026-2027

On Feburary 3, 2025, Governor DeWine introduced his 2026-2027 executive budget.  The 597-page proposal details the DeWine Administration's financial plan for Ohio's next biennium.

Every two years, Ohio goes through this biennial budget process.  Currently, the 136th General Assembly, Ohio's legislators, are in the process of making the state's operating appropriations for the biennium.  You can follow the process here.

This current biennium budget being debated by the 136th General Assembly harms our ability to serve our students and negatively impacts our ability to provide a high-quality education.  It contains provisions that:
  • undermine the Rocky River City School District's ability to plan for the long-term.
  • hinder our ability to maintain financial stability, address evolving student needs, and implement strategic plans.
  • create inequities in school funding.
  • threaten the Fair School Funding Plan.

Ohio's Fair School Funding Plan (FSFP) - a Primer

The Ohio Supreme Court has repeatedly ruled that the state's school funding system must be both adequate and equitable.

In 2019-2020, a group of school superintendents and treasurers, led by State Representative Robert Cupp and John Patterson, developed the Fair School Funding Plan (FSFP) that included a number of recommendations to meet the constitutional mandate.

In 2021, the 134th Ohio General Assembly passed into law a six-year phase-in of the FSFP, and appropriated funding which amounted to one-third of the cost of full implementation.

This FSFP was developed using research-driven inputs to ensure that all Ohio students receive the resources necessary for a high-quality education, regardless of their ZIP code.

The Rocky River City School District Board of Education...

  • Expresses strong support for the continued implementation and full funding of the FSFP including the use of updated, research-based cost inputs that reflect current economic conditions and student needs.
  • Rejects any proposals to cut funding from school districts currently receiving funding guarantees as such actions would create financial instability and negatively imact students and communities.
  • Strongly opposes the carryover provision in the proposed Ohio biennial budget.
  • Calls upon the Ohio General Assembly and Governor to uphold their commitment to fair and adequate school funding by ensuring that future biennial budgets continue fully funding the FSFP and updating cost calculations to reflect the actual cost of educating Ohio's students.
  • Urges the Ohio General Assembly to eliminate the 30% cap on cash reserves and carryover balances and ensure that the budget supports the long-term financial stability and educational needs of Ohio's public schools.
  • Encourages fellow school districts, educational organizations, and community stakeholders to advocate for an equitable school funding system that supports all Ohio students and does not pit school districts against one another in a zero-sum funding model.
