Based on
the initial school funding proposal submitted by the Governor, the Rocky River
City School District was projected to lose approximately $6.1 million over the
next four fiscal years (2012 – 2015). This amount included all three
major state funding components that schools currently receive (state
foundation, tangible personal property reimbursement and SB3/KwH/Utility
Deregulation reimbursement).
In the most
recent school funding proposal being considered by the Ohio Senate, the Rocky
River City School District is projected to lose approximately $3.5 million in
total. While the District’s Board and Administration are very
appreciative of the House and Senate’s efforts to restore the state foundation
portion of our funding from the Governor’s original proposal ($845,000 for
fiscal 2012 and $601,000 estimated each year for fiscal years 2013 – 2015), the
$3.5 million loss stemming from the accelerated phase-out of the tangible personal
property reimbursement and SB3/KwH/Utility Deregulation reimbursement is
still substantial.
The District
did plan for the eventual elimination of these revenue sources through fiscal year
2018 based upon current laws, but it did not foresee the complete elimination
of these dollars over the next two years. The District will
still be required to take steps to mitigate the $3.5 million loss starting in
Fiscal 2012.
We are
asking our community to write one more time to our legislators, acknowledging
the state foundation funding increase and requesting the slow down of the loss of the
tangible personal property reimbursement and SB3/KwH/Utility Deregulation
reimbursement.
