Final ESSA Accountability Rules Boost State Flexibility in Key Areas Education Week
The Obama administration's final accountability rules for the Every Student Succeeds Act, issued Monday, give states greater flexibility on school ratings, schools with high testing opt-out rates, and in other areas than an earlier draft version, released in May. But, with President-elect Donald Trump set to take office in January, the regulations face an uncertain future.
Rep. Virginia Foxx Will Lead the House Education Committee Education Week
Rep. Virginia Foxx, R-N.C., will lead the House education committee during the next session of Congress, the committee announced Friday. Foxx will replace Rep. John Kline, R-Minn., who is retiring at the end of this session of Congress. In a statement, Foxx said she is committed to ensuring the committee will "work towards fostering the best opportunities for students," as well as success for workers and employers. She announced she would seek to lead the committee last month, the day after Donald Trump was elected president.
Details Awaited on Trump Team's Early-Ed. Path Education Week
Making child care more affordable for working families was one of a handful of education policy positions that President-elect Donald Trump tackled with some specificity on the campaign trail, promising to offer "much-needed relief" through a combination of tax deductions and credits. But the incoming administration's views on a number of other early-childhood initiatives championed by the Obama White House—including federal support of state-run preschool programs, home visiting, and Head Start—are as yet unknown. The early-childhood-advocacy community is still grappling with what a Trump administration will mean for those policies and many others.
Trump's Pick for HHS Secretary Advocated for State Control of Head Start Education Week
Rep. Tom Price, R-Ga., President-elect Donald Trump's selection as secretary of the U.S. Department of Health and Human Services, once pushed to allow up to eight states to take the Head Start programs located there. The federally funded preschool program for low-income children is a part of HHS. Price's amendment, which was ultimately rejected 254-165, would have been part of a bill that reauthorized funding for Head Start. The proposal had been offered by Republican legislators in 2003 as well, and could offer a hint of Price's priorities toward Head Start, now its 51st year.

Yost Releases Report Showing Range of Costs for Districts with Open Enrollment Policies Hannah
State Auditor Dave Yost has released a compilation of school districts' performance audits, finding that schools offering an open enrollment option had a "range of results" when it came to their net revenues resulting from the program. Open enrollment is a growing trend among Ohio's school districts, with 70,000 students attending schools outside of their home district. Seventy-four percent of the states' 652 school districts offer open enrollment to students from other districts, and 8 percent of districts accept students from adjacent districts. Yost said Monday at the Statehouse that his office's new report shows how important it is for districts to manage their open-enrollment policies. He noted that it doesn't cost districts to fill empty seats in their classroom, but adding students via open-enrollment could require the school to expand its staff and resources, costing the district money.
Similar Students Measures 'Neither Valid Nor Useful,' ODE Says Hannah
The Ohio Department of Education (ODE) responded Tuesday to the General Assembly's mandate in HB2 that it evaluate the "similar students measure" (SSM) for analyzing schools, determining it would be "neither valid nor useful" as part of Ohio's school accountability system. The measure was developed by the California Charter Schools Association. Lawmakers included a requirement for ODE to report by Dec. 1 in HB2 (Dovilla-Roegner), the recent charter school reform law. ODE spokesperson Brittany Halpin said in a statement the similar students measures departs from a core feature of Ohio practice. "Ohio's accountability system is based on the fundamental principle that Ohio has high expectations for all students. All students can grow and should leave our K-12 system ready for college, career and life. We should not make a change to the system to have different expectations for students based on their characteristics," she said.

ECOT, Ohio's largest online school, has lost a court appeal that would have blocked the state from trying to "claw back" as much as $65 million the school received last year, while e-schools across Ohio are asking state legislators to protect their funding. The schools are asking state legislators to add a "hold harmless" provision to another bill in the next few weeks to stop the state from using attendance reviews of the schools to take millions of dollars of state funding away from them.
