Schools brace for massive student
walkouts over gun violence Associated Press
As schools around the
country brace for student walkouts following the deadly shooting in Parkland,
Florida, principals and superintendents are scrambling to perform a delicate
balancing act: How to let thousands of students exercise their First Amendment
rights while not disrupting school and not pulling administrators into the
raging debate over gun control. Some have taken a hard line, promising to
suspend students who walk out, while others are using a softer approach,
working with students to set up places on campus where they can remember the
victims of the Florida shooting and express their views about school safety and
gun control.
Betsy DeVos in
Florida: Arming Well-Trained Staff Should Be Option for Schools Education Week
U.S. Secretary Betsy DeVos said at news
conference in Parkland, Fla., that schools should be given the option of arming
school staff, potentially including teachers, who are "expert in being
able to defend" schools. But she was also clear that the move
shouldn't be mandatory. DeVos said any armed school staff must meet
"very, very high standards." She specifically called out schools in
Texas as potential models for the nation. She also seemed to make a reference
to Polk County, a Florida jurisdiction where at least one private school has designated armed "sentinels" among school
staff.

After spending much of her life fighting for state and local control of education, Betsy DeVos last year found herself at the helm of the federal agency that she had long said stands in the way of educational innovation. But after a year on the job, Ms. DeVos may have learned a hard lesson: local control means she can’t always get what she wants. Ms. DeVos this week upbraided state education chiefs, telling them that while she was obligated to approve their federally mandated state education plans, she was not happy about the way they have used their freedom under the new federal law that governs elementary and secondary education, known as the Every Student Succeeds Act.

Leaders' Group Announces New Executive Director Education
Week
The Council of Chief State School Officers has announced
Carissa Moffat Miller as the group's new executive director, effective March
19. Miller currently serves as the interim executive director of CCSSO.
Previously, she served as the group's deputy executive director for membership
and outreach for five years. She's also been a deputy superintendent in the
Idaho education department. The group said she will be the first woman to
lead the organization in its history.
White House to Push School Safety
Bill, Form Task Force, Help States Train Armed School Staff Education Week
The White House plans to unveil a school safety
proposal Monday that centers on pushing for Congress to pass existing
bipartisan legislation that would provide support for violence prevention and
intervention in schools. Versions of the STOP School Violence Act have
already been introduced in the House and the Senate. The Trump administration
will also form a school safety task force, chaired by U.S. Secretary of
Education Betsy DeVos, to examine existing successful safety measures in states
and districts, and it will support states that choose to arm school staff
members.
Justice Department pushes for
putting more officers in schools USA Today
The
Justice Department announced Monday its plans to prioritize giving grants
to local and state law enforcement agencies that plan to hire more officers in
an attempt to improve school safety. The Bureau of Industry and Security and
National Institute of Justice are currently looking into school safety issues
but have not yet released information on whether school-resource officers,
or SROs, actually make schools safer.
Federal Judge Backs Civil Rights
Protections for Transgender Students Education Week
A federal district
judge has ruled that federal law protects transgender students from
discrimination in schools, and that a Maryland student's lawsuit may proceed
against a school district that barred him from using the locker room that
corresponds to his gender identity. U.S. District Judge George L. Russell III
of Baltimore ruled on Monday that bias against transgender students is a form
of sex-based discrimination that is barred by Title IX of the Education
Amendments of 1972 as well as by the 14th Amendment's equal-protection clause.
Thousands
of students walk out of school in nationwide gun violence protest
The Washington Post
Tens of thousands of students across the country walked out of their classrooms Wednesday and onto athletic fields and city streets as part of a massive national protest on gun violence spurred by a Florida high school shooting a month ago that left 17 dead.
The walkouts, which came 10 days before a march on Washington that could draw hundreds of thousands of students to the nation’s capital, are unprecedented in recent American history, not seen in size or scope since student protests of the Vietnam War in the late 1960s.
Study Finds Some Teachers Don’t Report Violence

A new national study finds nearly one in five teachers who were victims of physical or verbal violence at their schools didn’t report the incidents to school administrators, according to Ohio State University. The study found “significant” minorities of teachers who experienced violence also didn’t tell their colleagues (14 percent) or family (24 percent). Only 12 percent went to a counselor. “You would think that the first thing a teacher would do after a violent encounter or threat would be to tell the school’s administrators, but 20 percent aren’t even doing that. That’s disturbing,” said Eric Anderman, lead author of the study and professor of educational psychology at Ohio State. “Too many teachers aren’t talking to anyone about what happened.”

New bipartisan legislation in the
Ohio House would mandate stricter security standards in newly constructed
schools in hopes of preventing school shootings, its sponsors say. House Bill
544, introduced by Reps. John Rogers, D-Mentor-on-the-Lake, and Rick Perales,
R-Beavercreek, would require new school buildings to adopt at least two of the
following six safety standards: Surveillance video, Entryway metal detectors,
Direct entrance and exit routes within a classroom, to be accessed only from
inside that classroom, An effective means of communication between classrooms
and the administrative offices, A real-time notification device located within
a classroom, such as a panic button, to alert local law-enforcement when a
staff member encounters a dangerous situation, A means of threat containment,
which could include a barrier system to lock down a portion of a building where
a threat has been identified.
Ohio Students Join Walkouts, Lobby
at Statehouse for Gun Restrictions
Students across Ohio and the
U.S. left their classrooms in large numbers Wednesday morning for walkouts
planned to honor victims of the Parkland, FL shooting and advocate for new
firearms restrictions. Hundreds of those students gathered at the Ohio
Statehouse later Wednesday to visit their state legislators and speak about
their aims at a press conference. They met outside the Senate chambers, wearing
orange and sporting signs or shirts that said "enough." The
students were pressing lawmakers to consider their views on the need for
greater school safety in general and on several pending gun measures, some of
which they oppose and some they support.

spark opposition to state education merger, limits to board Cleveland Plain Dealer
Ohio schools need to do more to help
students prepare for work after graduation, state and school officials agree,
but they differ sharply on a proposal to carry that out - merging the Ohio
Department of Education with the state's Higher Education and Workforce Transformation
Departments. A bill
to create that merger, which would also wipe
out about 80 percent of the power of the state school board and give it to the
governor, has drawn some support but also a
backlash from educators and the public.

several education-related agencies into the Ohio Department of Learning and
Achievement (DLA), the Ohio Chamber of Commerce cautiously commended the
legislation. “The Ohio Chamber recognizes that HB512 is a comprehensive piece of legislation that touches on the whole of Ohio’s educational system. However, I am here testifying as an interested party in order to express support for how the bill would impact workforce development, specifically. Better alignment of our education system to better prepare our workforce for both today and for the future is essential,” Ohio Chamber of Commerce Vice President of Government Affairs Keith Lake told the House Government Accountability and Oversight Committee.

Committee Seeks to Bring Superintendent's Evaluation Closer to Goals Hannah
The State Board of Education is developing a new evaluation
for the state superintendent that aims to provide helpful feedback and would be
aligned closer to the board-approved goals for the education chief. What
form that evaluation will take is still under discussion, as evidenced in a
meeting of the board's executive committee Thursday. The committee discussed
different models the evaluation could take, working off an adapted version of
the evaluation used by Michigan's education system. Committee member Kara
Morgan suggested adding definitions to the current "ineffective" to
"highly effective" rating system to reduce subjectivity and
misinterpretation in the evaluation process. She said that the board needs to
think broader about the evaluation as a generic tool.
Draft Released
for Discussion at Strategic Education Plan Forums Hannah
The Ohio Department of Education has released a revised draft
of its proposed strategic plan for education ahead of a series of public
meetings that start soon to gather feedback and suggestions for additional
changes to the plan. Recent
edits were made after several State Board of Education members suggested
changes at the February board meeting.

Resolution Would Condemn Consolidation Proposal Hannah
The State
Board of Education next week will consider whether to formally stand up for
itself in the face of legislative moves to relegate it to a small sliver of its
current duties and give the governor's office control of most K-12 policy
functions. Board member Nick Owens, elected to represent southern Ohio's
10th District seat, is proposing a resolution to express "complete
opposition" to passage of HB512 (Reineke). The legislation, supported
by Gov. John Kasich and House Speaker Cliff Rosenberger (R-Clarksville), would
move many powers of the board and the Ohio Department of Education (ODE) to a
new Department of Learning and Achievement, which would also subsume the Ohio
Department of Higher Education. The higher education agency, formerly known as
the Board of Regents, used to be run by a board as well, but lawmakers and
former Gov. Ted Strickland converted it to a cabinet agency with an appointed
director more than a decade ago. Strickland also advocated giving governors
appointing authority for leadership of ODE, including the proposal in his
second "State of the State" address.

Schools shouldn't be just about test scores in math and
English, the state school board says. They should also be about emotional
health, critical reasoning and how to be an "engaged, culturally aware and
contributing member of society." And they should help prepare students for
jobs, as much as they do for college. After a year of debate with education
groups across the state, the board and Ohio Department of Education released
late Wednesday a proposed "strategic plan" they hope will guide education
decisions for Ohio over the next several years.

State Board of Education members discussed Monday Ohio's
current programs and practices for making schools safe and secure and possible
new approaches, sparked by the recent deadly shooting at a Florida high
school. Superintendent Paolo DeMaria discussed safety and security
measures through four lenses -- prevention strategies, facilities, planning and
practice. He reviewed topics such as implementation of positive behavior
intervention and supports (PBIS) in schools, construction and retro-fitting of
secure doors and emergency radios through the Ohio Facilities Construction
Commission, development of required safety plans by all schools and the use of
those plans in table-top exercises and drills.

Education Merger Legislation Hannah
The State Board of Education voted 11-4 Tuesday to state its
"complete opposition" to HB512 (Reineke), a plan supported by House
Republican leaders and Gov. John Kasich to merge K-12, higher education and
workforce functions of state government and, in the process, diminish the role
of the board and the state superintendent. The resolution was supported by board members Pat
Bruns, Stephanie Dodd, Sarah Fowler, Linda Haycock, Meryl Johnson, Laura
Kohler, Charlotte McGuire, Antoinette Miranda, Kara Morgan, Nick Owens and Lisa
Woods. In opposition were Vice President Nancy Hollister and members Cathye
Flory, Eric Poklar and James Sheppard. President Tess Elshoff and members
Martha Manchester and Joe Farmer were not present for the vote.

Still Reviewing DeMaria's Workforce Board Request
Hannah
Gov. John Kasich's office had not made a decision as of Monday night on
Superintendent Paolo DeMaria's request for a seat on the Governor's Executive
Workforce Board. "We're
reviewing the letter," Kasich spokesman Jon Keeling wrote Monday, after
DeMaria told the State Board of Education he'd not heard back about his
request. DeMaria wrote to Kasich Feb. 28 to ask for the appointment, in
light of the recent proposal in HB512 (Reineke) to merge K-12 and higher
education agencies -- and effectively diminish the roles of DeMaria and the
State Board of Education -- in the name of greater alignment between
education systems and workforce trends.

University of Akron president isn’t leaving; University of Central Florida trustees choose school’s current provost as next leader

University of Akron President Matthew Wilson is staying put. The University of Central Florida board of trustees selected an insider — the school’s provost — as president-elect of the 66,000-student Orlando school after a nationwide search. Wilson, 46, was among four finalists for the top job. Dale Whittaker will
succeed John C. Hitt, president of the school since 1992, who said last year
that he would retire effective June 30.

names Ben Vinson III provost and executive vice president Cleveland Plain Dealer
Case Western Reserve University has
named Ben Vinson III, dean of George Washington University's Columbian College
of Arts & Sciences, as provost and executive vice president. "Ben Vinson III will bring an
exemplary record of leadership, scholarship and far-sighted vision to his role
as our next chief academic officer," President Barbara Snyder said
in a statement. "His intellect, energy and
powerful commitment to the mission of higher education make him well-suited to
help our university realize even more of its extraordinary potential."

University to join college entrepreneurship network Cleveland Plain Dealer
John Carroll University has received a $221,500 grant from
the Burton D. Morgan Foundation to join an entrepreneurship network. The
university will collaborate with NEOLaunchNet schools to provide entrepreneurship experiences
for students as they experiment with startup ideas, the foundation said. The
other schools are Baldwin Wallace University, Case Western Reserve University,
Kent State University and Lorain County Community College.
Ohio not among
states offering debt-free college programs Cleveland plain Dealer
In the past few years dozens of states,
cities and counties have proposed or enacted free or debt-free college
"Promise" programs. But
only two programs, one by a foundation and one by a university, exist in Ohio. Sixteen states now have at least one
statewide program, according to a report by the progressive think tank The
Century Foundation. They
are: Arkansas, Delaware, Hawaii, Indiana, Kentucky, Louisiana, Mississippi,
Missouri, Minnesota, Oklahoma, Oregon, Nevada, New York, Rhode Island,
Tennessee and Washington.
