House Finance Committee Accepts Substitute HB 153


On April 28, 2011, the House Finance Committee accepted Substitute House Bill (HB) 153, the House version of the state biennial budget bill.  The full House is expected to pass its version of the budget before the end of the week of May 2 and additional changes are possible prior to going to the Senate.

Although we are pleased that the percentage of loss to our district in State Foundation Aid has been reduced from 76.1% to 20% in Substitute House Bill (HB) 153, we are greatly concerned that the phase-down of the Tangible Personal Property Tax (TPP) and SB3/Electric Deregulation/KwH reimbursements will still end after fiscal year (FY) 2013, instead of the previously scheduled (FY) 2017.  

The following are the key areas that impact the Rocky River City School District:
  • District losses in State Foundation Aid have been capped at 20%.  This is an improvement on the original cut of 76.1% for the RRCSD.  Over four years, our losses would be cut from $2,623,778 to $861,103.  
  • The phase-down of the Tangible Personal Property Tax (TPP) reimbursement will end after fiscal year (FY) 2013. The RRSD will still lose $2,698,888 over four years.
  • The phase-down of the SB3/Electric Deregulation/KwH reimbursement will end after fiscal year (FY) 2013. The RRCSD will still lose $767,020 over four years.  
  • The total loss to the RRCSD  from State Foundation Aid and early phase-down of tax reimbursement is $4,327,011 over four years.
The Senate Finance Committee has already set four days of hearings on the proposed FY 2012-2013 budget during the week of May 2.  Our community members voiced their concerns to legislators in the House Finance Committee, resulting in the mitigation of our State Foundation Aid loss from 76.1% to 20%.  We are asking for your help again to voice the same concerns to members of the Senate Finance Committee.

Please contact the following senators and urge them to:
  1. Maintain a 20% cap on district losses in State Foundation Aid.
  2. Slow down the accelerated loss of the Tangible Personal Property Tax and the SB3/Electric Deregulation/KwH reimbursements.
